Fishing dispute heads to Europe

Anglers and netsmen who fish the same Angus river are at loggerheads over the cause of dwindling salmon stocks.

A group of anglers who fish the River South Esk in Angus have launched proceedings against the Scottish Government, claiming ministers are not doing enough to protect dwindling salmon stocks.

The fishermen filed a legal complaint with the European Commission amidst claims that a local netting company is taking too many fish.

Anglers allege that netting stations which catch fish as they swim up the Angus coast are partly to blame for the shortage of fish in the South Esk.

They have called for the Scottish Government to implement ‘conservation proposals’ that would address the problem.

Byron Pace, spokesperson for Brechin Angling Club, said: "What we see on the River South Esk and what has been picked up by the Scottish Government's own scientists is that there's been a dramatic decline in the Spring component of Atlantic salmon on the River South Esk for a number of years now and the rejection of the conservation proposals put forward to the Scottish Government puts that under serious threat."

In their complaint to the European Commission, the anglers’ legal team argues that ministers have emphasised the property rights of the netsmen at the expense of protecting salmon stocks in the river.

However, their case is disputed by the netsmen, who insist there is no evidential basis for the claims being made and point to a count of over 18,000 fish in the nearby North Esk in 2010.

George Pullar, spokesperson for Usan Salmon Fisheries Ltd, said: "Their season length is 223 days. Ours is only 80 days. So how can we affect stocks like their season when most of the season we're not actually fishing and there's quite clearly no problem with the stocks on the North Esk?

“It makes me wonder where they get the evidence to base that there's a problem with the South Esk.”

The local salmon fisheries board has also lobbied the Scottish Government to impose netting restrictions. Usan Salmon Fisheries said such limits would destroy their business

New shark fishing limits set for Florida waters

New shark fishing limits set for Florida waters

Updated: Thursday, 29 Dec 2011, 5:25 AM EST
Published : Thursday, 29 Dec 2011, 5:25 AM EST

TALLAHASSEE - The harvesting of some sharks will be prohibited in Florida state waters in 2012.

The Florida Fish and Wildlife Conservation Commission said Wednesday that recreational and commercial harvesting of tiger sharks and smooth, scalloped and great hammerhead sharks will be banned in state waters starting Jan. 1.

The ban also extends to the possession, sale and exchange of these sharks caught in state waters.

These species still can be caught and released in state waters, and they can be taken in from federal waters.

The wildlife agency says the harvesting ban will help protect these top marine predators. Florida waters are considered essential habitat for these and other sharks.

About two-dozen overfished, vulnerable or rare shark species are catch-and-release only in Florida waters.

Fresh supplies of rainbow trout will soon be hitting area fishing holes - Houston Chronicle

The trout aren't the biggest and the venues aren't the prettiest, but the access is easy and, most important, the fishing is fun. It really is, especially if you keep an open mind.

This is my opinion based on five or six years of participation in the annual winter put-and-take rainbow trout stocking program coordinated by the Texas Parks and Wildlife Department.

More than 200,000 rainbows are released in more than 100 urban ponds across the state. Funds for the program are generated through freshwater license and stamp fees (required of anglers 17 and older).

Houston anglers are fortunate in that at least a dozen of the ponds are in their area - and next week marks the beginning of intensive stocking in those local venues. The downside is the fish aren't exactly "wall hangers." The average trout is 8-10 inches in length; anything over an honest foot is exceptional.

But these pan-sized rainbows are good to eat and easy to clean, no scaling or filleting necessary. And, being dumped fresh from the hatchery holding tanks, they are not overly wary. Catching a five-trout daily limit (no size restrictions) is a simple task with proper tackle and good conditions.

And that's the idea of the put-and-take program - the cold-water trout are intended to be utilized, the sooner the better. The bounty is fleeting and trout not caught (or eaten by cormorants and other predators) would die in the warming water of spring.

    No boats allowed

The trout are small, but take it for what it is. And keep in mind that while the little hatchery trout are simple, a bit of fine-tuning and finesse (as in all heads-up angling) can make a big difference. Here are a few observations based on personal experience:

This is all bank or pier fishing; no wading, tubing or boating is permitted on the urban ponds. A pair of knee-high rubber boots improves shoreline access.

The ponds are scattered across the Greater Houston area and the closest venue might be the most tempting, but it may not be the most rewarding. Several of the established ponds offer exceptional water clarity, but others are lackluster mud holes.

Regardless of venue, the first two weeks usually see the best of it. Mild winter days often are most productive; cold-water trout or no cold-water trout, a bitter norther tends to shut things down for several days.

The stocked rainbows tend to run in schools, and in the larger ponds it's surprising how quickly they can move. Be prepared to relocate several times. Under calm conditions, look for surface flips and swirls as a school moves. On a windy day, diving cormorants might point the way.

Another indicator might be the boiling splash of a big bass grabbing a luckless trout - a possibility that the opportunistic angler toting a backup big rod might keep in mind. Bass definitely "pattern" on the trout stockings.

Bass aside, light tackle makes the most of the situation, allowing the small trout to fight, even occasionally jump. Most important, the light touch balances the diminutive lures and baits that are most effective.

In most hands, this means 6-pound test monofilament on a light-action, whippy spinning or spincast rig. Eight- or 10-pound line is too heavy for the best casting performance. Yes, you can drop down to 4-pound or even 2-pound, but such whispy monofilament is hard to control. Wind-looped tangles on the spool can be frequent and frustrating.

Trout react to flash and wobble, and the best lures are small spinners and spoons. By "small," I mean the littlest models available. Perhaps the all-time champion is the Series 501 Super Duper spoon made by Luhr Jensen. It's a 11⁄8-inch strip of flat metal bent into a tight "U," an odd-looking offering, but trust me, you'll want one. Gold in murky water, silver in clear, take your pick.

The spinner devotee should choose a panfish-size in-line model (opposed to a safety-pin design). The No. 0 Mepps and the Wordens/Yakima Rooster Tail are good examples. Those with low-profile bare shanks are best for the tiny trout.

All these lures weigh in the 1⁄12- to 1⁄16-ounce range. A 1⁄8-ounce payload might be too big and bulky for high-percentage strikes.

Fly fishing can be a great technique on lakes with decent clarity. A light 4- to 6-weight rod works well, and small subsurface flies such as bead-head nymphs on No. 10 short-shank hooks are excellent. A bit of sparkle seems to help. An 8- or 9-foot leader tapered to 4- to 6-pound test covers the water and allows the nymph to slowly settle.

On the subject of flies, the spincaster can cheat by rigging a nymph on a 2-foot trailer under a clear plastic bubble. As a plus, this rig will really reach out for extra distance.

    Bring the kids

Bait probably is best for young kids and rookies. Traditional favorites are kernels of yellow corn (soaking in vanilla helps) and small marshmallow balls, but the most popular choices are the scented Berkley PowerBait eggs and "Nibbles." Hot pink is the go-to color.

Most bait specialists use spinning tackle and fish just off bottom, rigging with a small split-shot weight and a single hook. You cast out, place the rod in a holder, and wait for the jiggle. This is a drill kids can quickly grasp.

Regardless of approach, January is a big month for rainbow trout in Houston-area ponds. The payback for the annual program is the opportunity for urban anglers of all ages and skill levels to enjoy productive close-to-home sessions during an otherwise dreary month.

Saltwater Fishing tourney to have no changes

NEWPORT NEWS -- The 55th annual Virginia Saltwater Fishing Tournament, which opens Jan. 1, 2012 and runs throughout the year, will see no modifications in its popular citation program.

At its annual meeting last month, the tournament committee reviewed the spadefish minimum qualifying standards, as several committee members supported lower-ing the citation minimums. Following this discuss-ion the committee voted to maintain the current qualifying standards for spadefish at nine pounds for a capture and 22 inches for a release.

"The tournament committee once again reaffirmed their stance regarding the current minimum qualifying standards as represent-ing a true trophy catch that warrants recog-nition by the tourn-ament," stated Tourn-ament Director Lewis Gillingham.

The tournament comm-ittee made major changes to the Program in 2004, instituting release citations for all species and increasing the qualifying minimums for more than a dozen species. In recent years, the committee has attempted to fine tune individual minimum qualifying weights and lengths to coincide with historical trophy-fish standards.

The committee did modify the language that describes those persons not eligible to participate to include all paid crew members for the duration of the trip. This situation is rare but it does occur on long range trips in excess of 12 hours where the Coast Guard requires two separate captains and crew members must be present, as none can be on duty for more than 12 hours. The uncertainty in the existing language was whether a paid crew member's catch, made during his "off time" of the trip, would be eligible for citation recognition.

"In such a situation, "the language change clarifies that the intent of the committee is such a catch would not be eligible," said Gillingham.

Other popular programs administered by the Virginia Saltwater Fishing Tournament, such as the Junior Angler Program, and the Expert and Master Angler programs, will return unchanged in 2012.

On another note, anglers should check their current saltwater fishing license for its expiration date before heading out on the water in 2012.

For more information, contact Lewis S. Gillingham, Virginia Saltwater Fishing Tournament, 2600 Washington Ave., Third Floor, Newport News, VA., 23607, 757-491-5160, 757-247-8014 (fax), or vswft@mrc.virginia.gov.

Costa Rica & Panama Fishing Los Suenos December report, getting better

Los Suenos December report, getting better

After a very untypical hot sailfish bite in the beginning of this past october,
the bite Had really tapered off in november, through the transition between Green and Dry season here. Most of Novemeber and the beginning of december was quite slow with allot of dirty green water keeping the clear blue out 30 to 40 miles for several weeks.
most boats were only seeing 2 to 5 billfish per day, but there was a steady marlin bite through it all, usually getting a shot or 2 a day. during the Los Suenos marlin invitational (november 30-dec 3rd) there were a few strong numbers posted, but it was far from consistent, and most of the good bites were 40 to 50 miles out. a few of the top boats caught up to 3 marlin per day, and a few boats reported getting shots at 6 to 8 in a day. the sailfish numbers were pretty low, most boats only seeing about 2 -6 a day, unless pulling dredges, which seemed to double the number of sails you would see in a day.
Usually dredges are not necessary for a successful day in these parts.
the WBS world championship in early december( 8th-11th), had even lower numbers. and most of the fish that were being raised through this time, were quite shy or finicky, coming up on a teaser and leaving, often not switching off, or fading back to a rigger bait.

    The GOOD NEWS:
we are getting to what is traditionally peak sailfish season here (Jan-April)
& In the Past couple weeks these numbers are improving, and the fish are feeding much more aggressively.
the blue water has moved in much more closer and can be found about 20-30 mile run from the marina. and seas conditions have mostly been the flat calm seas Costa Rica is known for, making it an easy run to the grounds.
Boats are now seeing 5-10 sails per day , and still getting about a shot per day at a marlin on average
in the past week we caught 5 sails each day we fished offshore, and a few dorados as well.
there are a plentiful number of dorado around this season, after a fairly scarce showing last dry season. most are 18-40lbs, but we often catch some monster ones here 60+.
Peak tuna season is May-october, but there have been a few around, especially if you find some spinner dolphins offshore with birds diving. the larger yellowfins move in and out throughout dry season traveling the currents with the spinners, so you never know when you may be able to fill your coolers with some fresh sashimi. make sure whatever boat you fish on always has some good spinning gear with poppers ready for them. aboard La Vida, this is one of my favorite things to do, if you have never cast poppers on spin gear to yellowfins, then you are really missing out on some of the most fun fishing possible.we catch allot of 60-100lb tunas on poppers, and sometimes bigger ones. they often will readily bite trolled cedar plugs but mostly small ones, and it is not quite as fun. for the biggest ones,( they can get around 300lb here) try a bridled up live skipjack or bonito in from of the spinners.
there are almost always some smaller yellowfins around the 26 rock, mixed in with bonito, and lots of other stuff.
the 26 is very productive year round, and what is there changes all the time. a mix of inshore species- several types of snappers, AJ's, Jacks, and pelagic's- dorado, sails, sometimes even black marlin are possible there during dry season ( Jan- May), and lots of smaller wahoos join the mix during green season. you can troll around it a bit, but it is a great spot to live bait, jig, and/ or popper fish for anglers who like to actually do something other than watch baits trolled behind the boat.

Inshore, also had a slow spell in november, but has really picked up early this month. the bait is showing up in good numbers, and the rooster fish bite is good, and there have been lots of nice sized cubera snappers moving into the gulf of nicoya. Jeff dry on the wingman has caught several nice ones in the past couple weeks.
While inshore fishing here you will often catch lots of other species, such as amber jacks, Trevallys, jack cravelles, houndfish, mackerels, and grouper.
the bottom fishing out in 250-400ft range has been good throughout the past month, lots of conejo's (tilefish) cabrillia's(grouper), and a few Congrios (conger eel). try squid on dropper rigs, or butterfly jigs.
I only did one day of bottom fishing this month, and we caught aout 30 tiles, 5 grouper, 11 snapper, and then moved to the 26 and caught 1 AJ, 1 Mullet snapper, and a couple small yellowfins.
I will post pics as soon as i figure out what is up with the "upload file errors"

    The Angling Diary

    Welcome to the Angling Diary

This site has been created by The Scottish Fisheries Coordination Centre (SFCC), a representative organisation for Fisheries Trusts and Boards in Scotland which promotes and facilitates the collection of fisheries data for fisheries management purposes.  We have created a free online angling diary that will bring many benefits to the angler who wants to record their catches of freshwater fish in the UK. In return, partners of the SFCC would like to make use of your diary records to better understand the fisheries that they are responsible for.

     Why an online diary?

benefitsThe SFCC angling diary utilises all of the benefits of the digital age and the world wide web.  It offers you the ability to save your angling records (including pictures) securely, instantly retrieve them, analyse the results, share them with other anglers (if you want to) and look at them on an interactive map. There is even a blog with fishing reports for many fishing areas.

Think of some simple questions about your past fishing. How many fish did you catch 10 years ago? What year did you catch your first 20 pounder?  What is the name of the loch where you caught that monster trout? Using our online diary would allow you to answer these sorts of questions with just a few mouse clicks.

Unique to this site is the level of detail that you can record about your catches. This will also help you to analyse your catches in years to come and is also vital for our research.  By accurately filling in your angling diary, you will help to improve the quality and quantity of information that fisheries managers have available to manage your fishery.

Safety advice for fishing and angling

Fishing safety advice Danger of death sign at side of river

    Look up, look out

Anglers can put themselves in danger by fishing too close to overhead lines.  Every year anglers fishing without caution can suffer electric shocks and burns from overhead lines.

    Important facts about overhead lines

    1. Overhead lines are normally uninsulated and carried mostly on wooden poles at a height of 5.2 m (17ft).
    2. Overhead lines can sometimes be dangerously mistaken for telephone wires.  Look out for yellow danger notices fitted to poles and pylons as they are there for your safety.
    3. At higher voltages electricity will jump through the air so it is not necessary to touch an overhead line to suffer an electric shock.
    4. Most fishing rods will conduct electricity, especially those containing carbon fibres.

    Stay safe follow these steps

By following a few important safety steps anglers can avoid injury and happily cast away:

    • Always look up and look out for overhead lines before rods are assembled or fishing begins.
    • It is not easy to estimate the heights and distances of overhead lines from the ground and an adequate safety distance must be kept to avoid accidental contact.
    • Fish at least 30 metres (100ft) away from all overhead lines. You can measure this along the ground..
    • Contact or near contact with any electrical equipment must be avoided.  It is extremely dangerous particularly if the object is an electrical conductor, for example a rod or pole, lead coated fishing line or even a damp nylon line.
    • If you own, lease or make fishing waters available where overhead lines are present, please ensure visible safety signs have been erected.
    • Always tell children never to fish near overhead lines, they may not be able to calculate the safe distance required.

    FISHING REPORT Washington

Crabbers have until Feb. 1 to report their winter catch to the Washington State Department of Fish and Wildlife. They must file reports even if they didn’t catch crab.

Those failing to submit a report will receive a $10 fine when they purchase their 2012 crab endorsement, said Rich Childers of the WDFW.

“By submitting their catch data, crabbers play an important role in managing the Puget Sound crab fishery,” Childers said in a statement.

Visit wdfw.wa.gov for information on submitting catch reports.

    SALTWATER

Tacoma: Staffers at Point Defiance Boathouse Marina say fishing in the area has been stable. Blackmouth are biting, but many are not big enough to legally keep. Marine Area 11 (Tacoma and Vashon Island) closes for chinook fishing Saturday night.

South Sound: Crabbing has been pretty good. The daily limit on chinook in Marine Area 13 (South Puget Sound) drops from two to one on Sunday.

North Sound: Blustery winds have kept most anglers off the water, said Mike Chamberlain of Ted’s Sports Center in Lynnwood. The best places to try are around the San Juan Islands. Chamberlain also recommends Marine Areas 8.1 (Deception Pass, Hope Island and Skagit Bay) and 8.2 (Port Susan and Port Gardner).

Sequim Bay: All recreational shellfish harvesting is banned after the discovery of a biotoxin. According to the Peninsula Daily News, this is the only body of saltwater in the U.S. where diarrhetic shellfish poisoning has been found.

    LAKES

Spanaway: Bud Herlitzka of the Spanaway Park Boathouse says it’s been windy on the lake, but still-fishing and fly fishing are doing the trick.

American: Not many anglers have been trying their luck of late.

Sammamish: Cutthroat fishing has been good.

Goodwin: Anglers are catching trout up to 17 inches.

Washington: The action continues to be slow.

Chelan: Fish are biting for those trolling the Narrows. Anton Jones of Darrell and Dad’s Family Guide Service suggests fishing the deep water. Most fish are biting at a depth of 260-340 feet. Troll at 1.4-1.6 mph, Jones said.

Rufus Woods: Jig fishing for triploid rainbows has been good near the lower net pens, Jones said. Pautzke’s Fire Bait is also working for some anglers.

    RIVERS

Cowlitz: This was the place to be last week, but the action is starting to slow down. “Fluctuating water levels has turned the fishing off,” Chamberlain said. “But when the water levels go back up, I’m sure the fishing will be good.”

Snoqualmie: The fishing has been very good. A staffer at Ted’s Sports Center hooked 13 fish and landed eight on Christmas Day, Chamberlain said.

Skykomish: The river has been good of late, although anglers are doing not quite as well as they are on the Snoqualmie.

Skagit: There are some fish biting, but it is mostly slow.

Lots to choose from at the best ever Atlantic Salmon Trust auction - The Irish Times - Tue, Dec 27, 2011

Lots to choose from at the best ever Atlantic Salmon Trust auction

    DEREK EVANS

ANGLING NOTES: THE ATLANTIC Salmon Trust’s (AST) 2012 Fishing Country Sports Auction is set fair to be better than ever, with a choice of 300 lots on offer.

There are some very exciting lots from Ireland, including fishing on three of Ireland’s finest rivers, the Blackwater, Mourne and Drowes.

Among the new lots are prime fishing on the Test, Itchen and Beauly Rivers, and sea trout fishing in England, Wales and Scotland.

Previous auctions have brought the opportunity to bid for fishing at the south end of Loch Hope – in 2012 even more beats on this iconic loch are on offer. And there’s the selection of fishing overseas, especially in Russia where an opportunity to fish the Ponoi is the stuff of dreams for most salmon fishermen. As well as fishing, stalking for red, roe and fallow deer has been donated, plus some highly desirable shooting, including driven pheasant and woodcock. There are opportunities for singletons, pairs of guns, and up to a team of guns. In addition, there are sporting prints and watercolours, and a rare opportunity to buy a superb Valentine’s Day gift of a limited edition of the acclaimed books Salmon Magic and Salmon Rivers, both among the very best of recent publications on the Atlantic salmon. “The annual auction remains our single most significant fundraising event and its success is essential to helping us continue our work,” said AST chief executive Tony Andrews. This year, the auction will be run online (www.atlanticsalmontrust.org/auction/) and goes live on January 14th. Bids will close on February 14th.

    - Meanwhile, the Atlantic Salmon Reserve (ASR) has introduced for the Finnair-Helsinki to Murmansk Charter, a significant reduction of nearly 30 per cent, down to $500 (€382) per person each way.

The charter flight will be operated by Finnair, in an Embraer regional jet and Airbus aircraft every Saturday throughout late May to September.

The price reduction was made possible by joint cooperation between ASR, Frontiers, Roxton Bailey Robinson and Fly Fish Yokanga. For further details, see http://www.kharlovka.com/travel.html

Inland Fisheries Ireland (IFI) has announced the launch of its Sponsorship Programme for 2012. Support may derive on the basis of introducing new users to angling in an active capacity.

In launching the programme, Minister for Natural Resources Pat Rabbitte said: “I would like to commend Inland Fisheries Ireland for supporting their stakeholders’ efforts to conserve, protect, promote and develop the inland fisheries and sea angling resource.” Applications are invited by January 27th from organisers and event promoters and details can be downloaded at www.fisheriesireland.ie or from Bridie Fleming, IFI, Swords Business Campus, Balheary Road,Swords, Co Dublin.

    - The 24th Winter Shore Angling Festival will be held from January 26th to 28th on the beaches of east Wexford.

Séan Óg’s Complex in Kilmuckridge will again be the central location and accommodation in the Holiday Homes is €110 for four nights, with breakfast included in the hotel. First prize is €500 plus zone prizes and optional pool. Entry fee of €150 includes presentation dinner. Entries to Warren Doyle, 98 Seacrest, Bray, Co Wicklow. Mobile: +353 086-8069961.

The salmon angling season gets underway this Sunday (January 1st) on the river Drowes in the northern region and rarely does a season pass without the first salmon of the year being taken on opening day. Lough Gill in Co Sligo also opens but angling is usually confined to trolling.

At time of writing it is most likely the river Liffey (from Islandbridge to Chapelizod) will again open for catch and release on New Year’s Day only.

New Angling " Featherwing and Hackle Flies for Salmon "

The Sport Of Black Marlin Fishing

In the first place, black marlin is a magnificent fish. They are huge and strong and beautiful. Black marlin fishing could very well be the ultimate experience in sport fishing. Their dorsal side, also known as the top, is dark blue in color yet the dorsal fin is actually black. The underside is silvery white.

    Fast Fish

Blacks are very fast. They have been clocked at over eighty miles an hour. That's how fast they can unwind your line off your reel once you have hooked one. This fish has a streamlined design. The upper jaw tapers out into a long sharp point like the nose cone of a rocket. They are powered by an incredibly strong crescent-shaped tail.

    Body Build

The body isn't round or barrel shaped but long and laterally compressed. It almost resembles the shape of a Russian Wolfhound. It's the ideal design for slicing through water at high speeds. These fish are not easy to hook. They aren't stupid or gullible. Sometimes fishermen wait for hours and hours before they get a bite. Patience may not pay but impatience definitely won't.

    Catching Black Marlin

One reason black marlin fishing is popular is because once they are hooked, they are difficult to catch. Even though they don't usually dive deep, they fight. They can swim a long way in a short time and break a line that isn't expertly managed in the process. One of the most effective ways to attract a black marlin is with live bait. Unfortunately that is also a good way to attract sharks. More than one unfortunate sport fisher has seen his catch torn to pieces by sharks before he could get it into the boat.

    Male Marlins

Even without competition from sharks, it isn't easy to haul one of these magnificent creatures into a boat. Even a good sized male can weigh three hundred pounds. But that's nothing compared to his sisters.

    Female Marlins

Female black marlin are much larger than the males. They can weigh over a thousand pounds. The world record holder was over fifteen hundred pounds.

    Elusive

If you don't think these fish are tough, use some imagination. Imagine a thousand pound female coming at you at 80 miles an hour with PMS and a bayonet. Lucky for you, they are more inclined to play hard-to-get.

    Location

Fishing for these magnificent sea creatures can be an expensive hobby unless you happen to live in one of the locations where they abound. They make their habitat in the tropical and subtropical waters of the Indian and Pacific Oceans. A trip to Africa, South America, Costa Rica, Mexico, Australia or New Zealand will provide a unique opportunity to catch one of these monster fish.

    Angling

Unlike other members of the marlin family, the blacks are not primarily deep sea dwellers. Their natural habitat is on the continental shelves or in the relatively shallow waters of warm-water archipelagos. Australia's Great Barrier Reef is one of the most desirable angling destinations.

The record for the largest black marlin fishing catch with a rod and reel was set in 1953 off the coast of Peru. It weighed 1560 pounds. The captor donated it to the Smithsonian Museum of Natural History.

Fishing lure grabs attention of sportsmen

    -->

The most unusual fishing lure to have come out in some time is getting a lot of attention lately, perhaps with good reason.

The Alabama Rig is a combination of five wires, swivels and attachments connected to a jig head. Anglers can attach lures, such as crankbaits, grubs or plastic swimbaits, to each of the five attachments.

The result, when cast, is a combination of lures mimicking of a school of baitfish.

Alone, the rig weighs less than 3/8 of an ounce. It's heavier with lures, which is why it's recommended that anglers using the system use 80- to 100-pound braided line. But its makers, who have teamed up with Mann's as their sole distributor, say it's tangle-free when fished correctly. It can be run horizontally or vertically.

The rig already has proven effective in situations. FLW Tour pro Paul Elias Jr. won at least one tournament with it this year, boating 102 pounds of fish in four days on Alabama's Lake Guntersville. Manufacturers of the rig say it's not uncommon to catch more than one fish at a time on the rig, too.

A version that could be used to catch crappies is in the works.

Videos explaining how to fish with the rig can be found online at www.thealabamarig.com.

    Line recycling

If you're looking for a winter project that could benefit your local fishing hole, this might be it.

BoatUS Foundation's Reel In and Recycle program has placed nearly 1,200 fishing-line recycling bins — three-foot-tall PVC storage tubes — on piers, docks and buildings at waters' edge around the country.

Anglers can stuff their discarded fishing line into the tubes. That keeps it off the ground, out of waterways and from harming wildlife, the program's organizers say.

Last year, 2,700 miles of line were collected that way. It was melted down and used to make other products.

The tubes are maintained by fishing clubs, scouting groups, marinas and other volunteers.

Groups interested in getting a free tube can sign up on a waiting list at www.BoatUS.com. There's also a video posted on the site that tells you how to build your own bin.

    No merger

Periodically, there's talk about of merging Pennsylvania's Game and Fish and Boat commissions, sometimes with the state's Department of Conservation and Natural Resources.

Another state that recently has been looking at the same thing decided against the idea.

Officials in Virginia, which already has a combined game and fish agency, examined the idea of merging it with the Department of Conservation and Recreation. Gov. Bob McDonnell's commission on state government reform and restructuring studied the issue.

Ultimately, though, it decided against recommending a merger of the two agencies and their law-enforcement duties "because they vary so widely."

Sports : Fishing Report - Kern Valley Sun

    Matt Freeman/Special to the Sun

In the wintertime here in the Kern River Valley, Rainbow Trout are the main species fished for and caught.

The other local species are caught as well, but in the winter the warm water species like Bass and Catfish become harder to catch, while Trout become more active due to both increased stocking by the DFG and the local Chamber of Commerce and the fact that trout like cold water and cold weather. First, what the latest fishing reports are, then we talk about how to get the trout!

    *

The Kern River is fishing pretty slow right now, even though the water is down. However, for those getting out on the water after the sun comes up, they are being rewarded with some nice catches. The Upper Kern is still fishing pretty well for this time of year despite the cold water, and there are plenty of trout to be caught. They are biting in Kernville Park, and on upstream to the Fairview Dam.

The catch and release only stretch above Johnsondale Bridge is fishing very slow, but for those who are taking the whole day and fishing hard with flies, there are some fish being caught.

The Lower Kern is fishing slow as well due to reduced water temps, but trout and Bass are being caught at Hobo Campground, Sandy Beach, and other Lower Kern Campgrounds. The campgrounds are the place to fish, because that is where the stocking is taking place.

Trout on the lake are biting well, with the normal spots like Paradise Cove, Camp 9 and French Gulch producing quite well.

Bass on the lake are biting a bit in the deep water. A few huge fish have been caught this winter season already, and if you know what you are doing, you can really catch a lot of bass on this lake in the wintertime.

Catfish are not really biting, but they are not being targeted very much either. They are deep like the Bass.

Crappie are few and far between, but some are being caught on deep structure and at French Gulch and North Fork Marinas.

Now, here is how to get those trout that are biting so well on the lake right now. In the wintertime, the trout are spread out; they are not tightly schooled up like in the spring and summer when they are either preparing for the spawn or smashing into deep water baitballs of threadfin shad.

The best way to get the trout is to fish bait, and to do it from shore although trolling works well this time of year but can be hit and miss. The trout swim the shorelines of the lake like the hunters they are, not staying in one place for too long but always moving, always looking for food.

Find a nice spot on shore, and fish with no more than four pound test, fish a two pound test florocarbon leader with a swivel and an egg sinker so when the fish picks up the bait, it will run with it since it cannot feel the weight. Powerbait, inflated nightcrawlers and mealworms are the way to go in the wintertime.

Another important factor, pay the extra money and get yourself a two pole stamp, trust me it is worth it. You can fish both lines with bait, each with something different or you can fish one with bait and cast a lure on the other, either way works well.

When you first cast in, cast shallow with your bait, oftentimes the fish are not deep. If not bit within 10 minutes or so, reel up, check your bait and cast a bit deeper. Keep this up til you find where the fish are, trust me, you will!

Til next time, tight lines and loose drags!

Sad News Governor's budget kills Saltwater Fishing Tournament#

I am sick and tired of the VA Saltwater sport fishing license.

The Va salt water sport fishing license was intially legislated to determine the exact numbers of recreational sport fisherment in VA. Before the legislation was passed, it was amended and butchered up so by the General Assmbly, that the license was no longer recognizable.

The license was never intended to pay for marine police boats and tow vehicles for VMRC police, the license was never inteded to support piers , or ramps or artificial reefs. . It was never intended to fund research at VIMS and ODU. It was never intended to support children's fishing clinics. It was never intended to pay for bookeeping and statistics at VMRC. It was never intended to supplement the Governor's annual budget. It was passed with the promise that it was to keep track of the numbers of recreational anglers in VA...What a lie....

A commercial waterman complained some years ago that recreational salt water sport fishermen get too many breaks when the resource is allocated. That commercials earn their living by catching fish...a recreational earns his living off other things and can take up another sport, like golfing .

So I recenlty wrote a fictional essay about what has happened to recreational fishing since all the government licenses and regulations have been taking care of the resource over the last 50 years. I used the example of what would happen to golf if the government , with infinate wisdom, decided that golfers were doing some perceived environmental harrm to golf grasses and destroying the golf courses by over use...it is a useful comparison of a 'government gone wild". The government has gone wild when it came to governing salt water recreational fishing.

I plan to read the essay to the PSWSFA tomorrow night for the first time )(regular monthly meeting) . I read it to my wife , as a practice, and she rolled in laughter. If it goes over well, I will share it with others. If not, just keep paying your license fees !!

I am glad that I no longer have to purchase a Va Salt Water License--which I have so long despised and fought against. The license should be done away with. I am over 65 and lo nonger required to pay the outrageous tax that is emposed on VA salt water recreational fishermen.
