New state laws catch some by surprise

New Year, new laws. New York gets a handful. Some off the wall, some more appealing to the general population. One in particular seems particularly popular to taxpayers' wallets. Our Erin Vannella reports.

Funny you should ask, yes. The DEC also banned the purchase of any mercury laced products. But one law that affects more than the state's hunters and fishermen is the governor's new tax code that gives the middle class a break.

"I think taxes are extremely high and I think that anything we can do to help the middle class in these economic times is terrific," said Berkman

State lawmakers approved code changes in December that reinstate an income tax surcharge on the wealthiest New Yorkers and lowers taxes for those making between $40,000 and $300,000 a year.

"That's good news ‘cause I fall into that bracket," said O'Connor.

"I think it's a good idea to give those people a tax break," said Stein. "I think all New Yorkers should get a tax break, as well as those in higher income brackets."

The law brings income tax rates to their lowest in more than 50 years. But supporters still say it's just a drop in the bucket. A good first step to help balance the state's checkbook and a thoughtful addition to a an otherwise bizarre list of state imposed new year's resolutions.

"It would be good if it stimulates the economy in New York State," said Stein. "But honestly, I'm a little bit doubtful."
